Sturgeon Bay City: The City Plan Commission met Wednesday, 16 April at 7 PM in Council Chambers. Agenda items:

·       Zoning Text Amendment—Create Section 20.14(m) regarding adding residential use to the list of conditional uses in a C-1 District

·       Zoning Code Amendment—Section 20.335(4) relating to the number of votes required for the Board of Appeals to decide an appeal—changing 4 votes to 3 votes required

·       Annexation petitions for parcels along S. Duluth Avenue
·       Communication towers code amendment—Section 24.12(7) relating to setbacks for towers—reducing required setbacks for monopole type towers

·       Subdivision Code Amendment—Section 21.05 relating to the procedure for minor land divisions—changing Secretary of the Plan Commission to City Engineer or Community Development Director

·       Aesthetic design and site plan review committee

Sturgeon Bay City: The City Plan Commission conducted a public hearing on Wednesday, 16 April at 7 PM in Council Chambers regarding a proposed amendment to Section 20.14 of the Zoning Code. The proposed amendment would create Section 20.14(2)(m) to read:

        "Residential use, when incorporated into a multi-use building and using not more than 50% of the floor area."

        The proposed amendment would have the effect of adding such residential use to the list of conditional uses in the General Commercial (C-1) zoning district.

 

Jacksonport Town: The Town Board will meet Tuesday, 22 April at 7 PM in the Town Hall/Fire Station. Agenda items:

·       Town Roads / Road Bids
·       Sidewalk/walkway survey
·       Reminder – Town recycling will be held on May 10th and May 31th due to Maifest
·       Door County Planning Dept. (Discussion/Action): Petition for Zoning Amendment - Map (Applicant: Adam Drossart – Century Property Management Group, LLC) – [The proposal is to rezone a portion (4.03 acres) of Tax Parcel 016-00-22292744C from Small Estate to Light Industrial. Future use would be commercial storage.] NOTE: revised agenda item in red!

Liberty Grove Town: The Town Board will meet Monday, 21 April at 7 PM in the Town Hall. Agenda items:

·       Request that duplexes be a conditional use in Heartland districts—R. Bast
·       Zoning text amendment:
o       Sec. 3.02(3)(a) under HD zoning district at the Planned Residential Development, increase "Max. Residen. Density, d.u./acre" from 3.00 to 3.50

o       Delete and recreate Sec. 6.02(6) to read: "(6). The minimum lot size for individual lots within a Planned Residential Development shall be 7,500 square feet".

o       Rezone MeadowWood condominium located in Sec. 21, T32N R28E, Town of Liberty Grove also known as Tax Parcel Nos. 018-64 and 018-02-21322842E from Heartland 3.5 (HL3.5) to High Density Residential (HD).

The Door Co. Resource Planning Committee will meet on Thursday, 24 April at 6 PM in the Multi-Purpose Room (C-185) in the Justice Center. Agenda items:

·       Elect Chairman & Vice-Chairman
·       Public hearings on:
o       Land Division Variance Request: Steven Kipp; variance from Sections 2.01 and 6.03(3)(2) of the Door Co. Land Division Ordinance which requires a minimum lot area of 1.5 acres. Mr. Kipp created a one acre lot on which he is presently residing and would like to construct a new home. Much of the land is under a managed forest land contract with the DNR. In addition to the managed forest land implications, there are also real estate related financial matters involved with this one acre parcel. This property is at 10281 Gardner Road in the Town of Union and is not subject to county zoning regulations.

o       David Bernhard  seeks a Conditional Use Permit which would enable him to retain an existing cottage in addition to his newly constructed residence. at 971 Cottage Road; Gills Rock; Liberty Grove and in a Mixed Use Commercial (MC) zoning district.

o       John and Susan Rotilie request a Conditional Use Permit as required by Sections 9.02(2)(b) and 4.08(8). They propose to construct a 5'6" x 11'3" dining room addition, 5'6" x 12' entry deck, and 8' x 18' side deck and a 9' x 14'6" studio/utility room onto Unit 3 with the Merry Breeze Condominium. Merry Breeze is a nonconforming use as a multiple occupancy development located in a Single Family Residential-20,000 (SF20) zoning district. The property is at 2403 South Lake Michigan Drive; Sturgeon Bay

o       Zoning Amendment Petition: The Town Board of Jacksonport petitions for amendments to  Sections 4.08(8) of the Door Co. Zoning Ordiance as follows:

        Create within Section 4.08(8)(c)1.a. – paragraph 3

        Town of Jacksonport special development requirements.

         

        Multiple occupancy developments in the Mixed Use Commercial (MC) zoning district shall not exceed 12 bedrooms per acre of net lot area. Fractional results shall be rounded down to the nearest whole number.

         

        Create within Section 4.08(8)(e)1. – paragraph 2 to read:

        Town of Jacksonport special development requirements.

         

        In the Mixed Use Commercial (MC) zoning district no multiple occupancy development building, including associated accessory buildings, shall exceed an average height of 28 feet above finished grade elevation or an average of 30 feet in height above preconstruction grade elevation, whichever is lower.

         

        Create with Section 4.08(8)(d)1. – paragraph 2 to read:

        Town of Jacksonport special development requirements.

         

        The maximum impervious surface ratio for multiple occupancy developments within the Mixed Use Commercial (MC) zoning district in the Town of Jacksonport shall be 40%.

         

        The MC zoning districts in the Town are depicted on the detailed zoning map which is available at the Planning Dept.

The Door Co. Resource Planning Committee will hold public hearings on Thursday, 01 May at 7 PM in the Multi-Purpose Room (C-185) in the Justice Center.

·       Town of Liberty Grove: John V. Finn requests a conditional use permit as required by Sections 4.08(8) and 9.02. Mr. Finn proposes the construction of a 20' x 28' two story addition with an 8' x 11' breezeway connection to the existing main residence at his property at 12065 Cedar Branch. This building, in combination with an existing sleeping cabin, constitutes a multiple occupancy development which is a nonconforming use in the Single Family Residential-20,000 (SF20) zoning district.

·       Town of Liberty Grove: Russell M. Forkert petitions for an amendment to the detailed zoning map of the Town of Libertry Grove to change the zoning district classification of the Tax Parcel Nos. 018-02-32322284E (portions of), 44X, and 44C2 from Single Family Residential-30,000 (SF30) to Mixed Use Commercial (MC). These properties are north and east of current Yacht Works facilities near 10967 Highway 42.

·       Town of Gibraltar: James Schneider, dba Fish Creek Motel requests a conditional use permit as required by Section 4.08(8). Mr. Schneider seeks authorization for the reconstruction of a portion of the multiple occupancy development located at 9479 Spruce Street and in a Village Commercial (VC) zoning district.

·       Town of Liberty Grove: John and Dyan Smith request a conditional use permit as required by Sections 4.08(8) and 9.02. The Smiths propose to extend a multiple occupancy development, a nonconforming use, through the construction of a 192' wide residential structure. The new structure would replace four existing structures which contain living quarters. The new structure, in combination with living quarters above a boathouse-like structure constitute a multiple occupancy development. The plan also calls for the expansion of living quarters in the boathouse-type structure to include the lower floor which at present is designed for boat storage. In addition, a conditional use permit is requested per Section 3.15(5)(c). The proposed new structure has a footprint of approximately 5,612 sq. ft., which exceeds a 5,000 sq. ft. threshold requiring a conditional use permit in the Town of Liberty Grove. This property is located at 11417 and

·       Zoning Text Amendment: The RPC petitions for a series of text amendments to eliminate the site plan review procedure. A specific list of amendments is available from the Planning Dept.

DOOR COUNTY SMART GROWTH PLAN "WORK GROUP" MEETING SCHEDULE

The Door County Planning Department has scheduled the fourth meetings for the six "work groups" that are in the process of helping to develop the vision statements and goals for the county comprehensive ("Smart Growth") plan chapters.   See the agenda below for detailed information on the dates and locations of the fourth meetings.   The minutes and drafts of work group vision statements, issues, opportunities, and goals from all the second and third work group meetings are posted to the website (see address below).  

Before attending your fourth work group meeting(s), please make sure to read the Summary of Comparison of Completed Municipal Plan Goals document posted to the website under the "Work Group 4-Reading Material", paying particular attention to those sections pertaining to the topic(s) your work group(s) will be covering.   This summary version contains summarized common goals for each of the elements and their sub-topics, drafted by Planning Department staff based on the goals from completed Door County municipalities' comprehensive plans.   The summary version also contains municipal goals that were unique and/or potentially in conflict with one or more of the summary goals.  

You may also read the full (and much longer) version that is also posted to the website under the "Work Group 4-Reading Material" titled Comparison of Completed Municipal Plan Goals.   This full version contains all goals/objectives/policies etc. from all Door County municipalities' completed comprehensive plans and will give you more information and detail regarding how the summary goals were derived.
