Democrats Dick Skare ( HYPERLINK "http://dickskare.com/" \o "http://dickskare.com/" http://dickskare.com/) and Chris Baeb ( HYPERLINK "http://www.baeb4assembly.com" \o "http://www.baeb4assembly.com" http://www.baeb4assembly.com) are the challengers and will compete in the primary on Tuesday, 09 September 2008. The winner of this primary will face Rep. Bies in the General Election on Tuesday, 04 November 2008.

Door County: The Resource Planning Committee (RPC) will hold a public hearing at 7 PM on Thursday, 19 June 2008 in the Multipurpose Room, Room C-185 of the DC Justice Center, 1201 South Duluth Ave. Agenda item: Petition for zoning amendment as specified in the county zoning ordinance:

* Town of Clay Banks: William Gerard petitions for an amendment to the detailed zoning map of the Town of Clay Bnaks to change the zoning district classification of portions of his property north of 5510 Salona Road. The applicant proposes to rezone an area from Wetland (W) to Single Family Residential—20,000 (SF20) to provide access to a proposed home location. Secondly, the applicant proposes to rezone an area from Wetland (W) to Single Family Residential—20,000 (SF20) at the southern portion of the property being approximately 22' wide by 14' in average length to access the proposed sanitary waste disposal system. A regular meeting of the RPC will be conducted following the hearings.

Door County "Smart Growth" Plan Update

The Door County Planning Department has  completed the follow-up from the fourth  and final meetings for the six "work groups" that  met to help develop the vision statements and goals for the county comprehensive ("Smart Growth") plan chapters.   THANK YOU VERY MUCH to those of you who were able to participate in these meetings – we truly appreciate your willingness to participate in this process.

If you attended the work groups, we ask that you please review the vision statements and goals document to ensure we have not misrepresented any of your group's ideas.   If you were unable to attend any of the groups, we ask that you review the vision and goals document so as to gain an understanding of the direction the county comprehensive plan is heading.   Everyone should please feel free to share the document with any colleagues or organizations with which you interact that may have an interest in this process.

As we begin the second phase of this historic initiative, we would like to share research materials with you and ensure that you have the latest information about the project, including details about upcoming forums. Sturgeon Bay City: The Sturgeon Bay Common Council temporarily annexed the proposed Wal-Mart expansion property agricultural Tuesday night with a 6-1 vote. A 2/3 vote was required (five votes) to pass the ordinance. The council tabled the issue at the last meeting with hopes that a full council would be present before a vote. The Georgenson property was heard as a second reading and the council passed the agenda item. The lone no vote came from council member Ben Meyer. The 25-acre parcel has been annexed from the Town of Sevastopol.

The first reading for an ordinance relating to the number of votes required for the Board of Appeals to decide an appeal was also heard Tuesday night. Council member Steve Mann voted against the reading. It passed 6-1 and will reappear on the agenda for the next common council meeting.
Finally, the council unanimously passed a first reading for the approval for a maritime landing. These plans deal with the residential portion of the parcel located just south of Sturgeon Bay on Highway 42/57. (Source: Doorcountydailynews.com

Door County

Sturgeon Bay City: The Board of Public Works will meet Tuesday, 03 June at 7:30 PM. Agenda item: Large item collection—construction materials.

Sturgeon Bay City: The Common Council will meet Tuesday, 03 June at 8:00 PM. Agenda items:

·       Recommendation re: Create Section 7.15 of Municipal Code – Neighborhood Electric Vehicles (NEV). The state has created a statute to allow NEVs if the municipality approves an ordinance. A NEV is any self-propelled electrically-powered motor vehicle, excluding golf carts, that has a max. speed of 20-25 mph and has successfully completed the NEV America Test Program conducted by the DOE, and that conforms to the definition and requirements for low-speed vehicles. Operation would be limited to streets with a speed limit of 35 mph or less and the vehicle must display a valid NEV WE license plate.

·       Consideration of shoreline improvements at 1304 Memorial Drive for Jim & Mary Michaud
·       Remove from table and Second reading of ordinance re: Annexing property to the City known as Georgenson property and applying temporary zoning. 24.759 acres on Peterson Road (14th Ave, north of the city limits and west of St. Joseph Cemetery), Agricultural (A) temporary zoning.

·       Second reading of ordinance re: Amendment to Section 20.41(19) relating to parameters of fiscal and economic impact analysis for large retail establishments.

·       Second reading of ordinance re: Annexing properties to the City known as the DeWitt property—3217 S. Duluth Ave., Ellenbecker Trust property—3167 S. Duluth Ave., Lagerman property—3203 South Duluth Ave., Hoffman property—3175 South Duluth Ave., HAI-LLC (Sherwin Williams paint store) property—3119 South Duluth Ave. The 5 parcels would generate about $5,500 in City tax revenue. Under state law, for 5 years the City must pay to the Town of Nasewaupee the town portion of the taxes paid in the year prior to annexation. This amounts to $675 for a 5-year total of about $3,375.

·       First reading of ordinance re: Zoning code amendment—Section 20.35(4) relating to the number of votes required for the Board of Appeals to decide an appeal. The ZBA hears and decides variances from the zoning code, along with appeals of zoning decisions. The ZBA amended their rules of procedure to only require a regular majority vote to decide an appeal. 4 votes are required for a variance. The zoning code itself would have to change. The rationale when they reviewed their rules of procedure was that a variance is asking to do something that normally isn't allowed. An appeal is usually an interpretation of the code. The zoning code amendment would change the number of votes from 4 to 3 for an appeal. The ZBA has 5 regular members and two alternates in case a member cannot attend the meeting or has a conflict of interest.

·       First reading of ordinance re: Zoning code amendment—Create Section 20.14(2)(m) residential use in the C-1 district. "Residential use, when incorporated in to a multi-use building and using not more than 50% of the available floor area."

·       City Plan Commission recommendation re: Amend Section 1.12(6) of the Municipal Code (General Government) and Section 21.05 (Subdivision Platting). This amendment involves changes for minor land divisions from one to four lots being created, also known as a certified survey map. This would reinstate staff to be able to approve and sign the CSMs, rather than the secretary of the Plan Comm., increase the time frame for reviewing CSMs from the current 5 working days to the 8

·       City Plan Commission recommendation re: Approve revised final plat for Maritime Landing (4.8 acres) subject to conditions (referred to the Hopf property south of Sturgeon Bay). This would change the presently approved 6 multi-family lots to 5 larger multi-family lots which would accommodate the proposed 8-unit apartment buildings. The proposed lots conform to the R-4 zoning requirements and average lot size increases to 30,599 sq. ft. from 25,499 sq. ft. Grant Ave. will run between the 5th multi-family lot and lot 6, which is a commercial lot. One of the laterals that was installed for the 6 multi-family lots will be removed and capped off at the main at the developer's expense. A sidewalk will be installed along the north side of Sycamore St. A designated play area was requested by the commission 6 conditions from Marty Olejniczak's executive summary was included (see the 21 May Plan Commission minutes).

Sturgeon Bay City: The Board of Review will adjourn until 17 September at 10 AM when the assessment roll will be ready for hearing objections. Gary Bellin was elected President and Ms. Welhaven elected as VP of the Board of Review.

Sturgeon Bay City: CGI Communications, Inc. will produce a welcome video and 5 highlight videos featuring the City and will sell advertising to local businesses.

Sturgeon Bay City: The Plan Commission has directed the staff to develop language for a procedure to initiate a public hearing for text amendment to be held before the Plan Commission, with recommendation to the Council. Background: for quite some time any proposed zoning map or text amendment went before the Plan Commission for recommendation and then went to the Council. If the Council rejected it, the matter died. If the Council approved the change a public hearing was then scheduled before the Council. The hearing would be held, followed by a first and second reading of the ordinance. That was recently changed regarding map amendments. Those hearings are now heard before the PC and then recommendation to the Council. Text amendments were not really talked about and have not been very consistent on how they were handled. Some hearings are being held by the PC and some are held at Council. The statutes do not specify the procedures.

Clay Banks Town: The Town Board will meet on Thursday, 12 June at 8 AM in the Town Hall; corner of S. Shiloh Rd. and Co. Road OO. Agenda item:

·       Ordinance #1-2008 Wind Energy Conversion Systems

Egg Harbor Town: A public hearing will be held Wednesday, 25 June at 7 PM in the Town Hall. Agenda items:

·       Application to discontinue that portion of Cedar Drive lying between the following Lots and Blocks of the "Original Plat of Horseshoe Bay"

o       Lots 10 through 12, Block 6 and Lots 10 through 12, Block 7
o       Lots 1 though 12, Block 8 and Lots 1 through 12, Block 9
o       Lots 1 through 3, Block 10 and Lots 1 through 3, Block 11
o       Lots 4 through 12, Block 10 and Lots 4 through 12, Block 11

Liberty Grove Town: The Town Board will meet at 7 PM on Wednesday, 04 June. Agenda items:

Kewaunee County

Kewaunee County: Notice of vacancy in Town of West Kewaunee; Ward 1, Town of Pierce; Ward 1, City of Kewaunee, Ward 1. If interested, submit a letter of interest along with a resume, to Edward J. Dorner, County Administrator at: Kewaunee Co. Administration Center, 810 Lincoln St., Kewaunee by 4 PM 26 June.

Algoma City: The Common Council will hold public hearings on Monday, 02 June at 5:15 PM for:

·       Vacate a portion of Dier Ave. from County S to the SW corner of Lot 11, Block 1 and the SE corner of Lot 3, Block 2.

·       Removal sidewalk on the north side of Adams St. from Flora Ave. to Frank Ave.

Town of Casco: A public hearing will held on Thursday, 12 June at 7:30 PM by the Casco Town Board of Appeals Committee with the on-site viewing of the property of Larry A. & Debra A. Heling. After viewing the property, the committee will meet at the Casco Town Hall. They are requesting to build a garage addition closer than town ordinance setbacks. Variance request is for approx. 62' from Co. Road C.

Franklin Town: A public hearing will be held on Monday, 09 June at 6:30 PM in the Town Hall to hear:

·       A request by Steven Wochos to rezone a 5 acre parcel from A-1 farmland to A-2 residential
·       A request from Susan Wochos to rezone a 5 acre parcel from A-1 farmland to A-2 residential.

Kewaunee City: The assessment roll for the City of Kewaunee will be open for inspection from 09 June to 13 June from 8 AM to 4:30 PM at City Hall. The Assessor for the city will be present on Thursday, 12 June from 3 – 5 PM and Saturday, 14 June from 10 AM to 12 noon.

Kewaunee City: The Board of Review will hold its adjourned meeting on Thursday, 19 June from 1 – 3 PM at City Hall. 

Lincoln Town: The Town Planning Commission will meet at 7 PM on Wednesday, 04 June. The will hear a request from Bug Tussel Wireless on behalf of Daniel Wautlet for a conditional use permit to construct a 300' high guyed tower. The tower would be used to support antennas for multiple users, primarily cellular companies.

Pierce Town: The Town Plan Commission will meet on Tuesday, 17 June at 7 PM at the Pierce Town Hall. The commission will hear a request from the Town of Pierce to correct a mapping error, (Tax Parcel 31 016 19.028) The parcel needs to be rezoned from R-1 Residential to A-2 General Agricultural to be consistent with lot size requirement.
