Door Co. Environmental Council: Speaker programs at Crossroads at Big Creek:
* "Can a Created Wetland Solve Your Septic Problem?" 7 PM Wednesday,
16 July. Featured speaker is Tom Mellon, biology teacher from Kettle Moraine
Lutheran School, which has been using a created wetland system to treat the
school's sewage since 1991.
* "The Great Lakes Water Wars—the Threat Continues" 7 PM Wednesday, 20
August. Peter Annin, award winning writer and former Newsweek report.
* "Threats to Your Drinking Water" is is the topic of the DCEC's third
summer seminar on Tuesday, 16 September at 7 PM. Maureen Muldoon, associate
professor of hydrogeology and environmental geology at the UW-Oshkosh will
be the keynote speaker. The events will be held at Crossroads at Big Creek,

Attendees are encouraged to bring well wrapped burned out compact
fluorescent light bulbs (CFL). The council is providing free disposal at
each of the events.

Sturgeon Bay City: The City Council voted to allow the Shipyard
Development to rent their condominium units as lodging houses on a short
term rental basis. The Shipyard intends to rent condos for a daily or weekly
fee. In other action the Council amended a contract for a traffic study
required for the Wal-Mart Supercenter development on Egg Harbor Road.
Wal-Mart will pay for the cost of the study to study the impact of traffic
in the area. The Council delayed action on changing the noise ordinance. The
amendment (to lower the noise level from 90 decibels to 85 decibels) was
sent back to the Community Protection and Services Committee after hearing
from the owner and operator of Thunder Hills Raceway.

Sturgeon Bay Town: Premier Concrete has proposed a sand and gravel
mine at 6186 Tagge Road. The Door Co. Resource Planning Committee (RPC) will
hold a public hearing on 17 July at 7 PM at the Door County Justice Center
to determine wheter Premier Concrete should get a conditional use permit to
begin operation. The Town Board also heard objections to a proposed $2.8
million substation planned by Sturgeon Bay Utilities. The substation would
be near Lily Bay Road and County TT.

Ahnapee Town: The Town Board will meet on Wednesday, 16 July at 7:30 PM in
the town hall.

Algoma City: The Board of Commissioners of the Algoma Housing Authority will
meet at 9 AM, Wednesday 16 July at the Grandview Terrace Apartments, 145
Grandview Court.

Algoma City:
* The City Council rejected a request from Norb Dier to vacate a
portion of Dier Avenue.
* The Public Works Cmte. received a request from Tenor Pipeline
Construction requesting a 12 day extension on the Perry St. work. The
council granted a 6 day extension.
* A public hearing will be held at 6 PM Tuesday, 15 July on including
a sanitary sewer extension as part of the Lakeview Drive/County S. Project.
Algoma School District: A tentative general aid estimate from the WI DPI
revealed that state aid will be dropping from 61.765% of its revenues to
57.394%, a decrease of approximately $200,000. Algoma Superintendent Ron
Welch said the amount will be replaced by local taxes. The mil rate for
education purposes will likely increase from $7.80 to $8.40/1,000. The
official numbers won't be received until 15 Oct. Algoma's enrollment is
expected to drop from 650 to 630 next year. (Source: Kewaunee County News)

Kewaunee City: The City Council approved the 1st reading of an ordinance to
allow neighborhood electric vehicles (NEV). NEVs will be allowed on any
roadway in the city that has a posted speed limit of 35 mph or less. The
ordinance does not include electric golf carts.

Kewaunee City: An inspection of the Selner park beach area on Monday, 07
July revealed very little cladophora deposits. (See the previous LGAA email
alert for links to the Milwaukee Journal Sentinel article last week on
cladophora in NE WI.)

Kewaunee County: The DNR is reviewing engineering plans and design
specifications for an expansion of Pagel's Ponderosa Dairy in accordance
with its WI Pollutant Discharge Elimination System permit. The West Kewaunee
dairy has about 1,000 dairy cows on site and expand its operation to about
4,600 dairy cows in two phases over the next two years. Copies of the
environmental assessment that led to the DNRs preliminary determination can

Lincoln Town: Town Board of Adjustments will meet at the Lincoln Town Hall
at 7 PM Wednesday, 23 July. They will hear 3 requests for variances:
* Todd Laurent is requesting a variance to encroach into the minimum
setback in order to replace an existing garage.
* Dan Wautlet is requesting variances to the minimum 1.5 acre lot size
for 2 existing residential lots.

Lincoln Town: The Town Plan Commission will meet at the Lincoln Town Hall at
7 PM on Thursday, 24 July. There are 3 requests for zoning changes:
* Lyle DeVillers requests to rezone 10 acres from A-1 Agricultural to
A-2 General Ag.
* Dan Wautlet has two requests. He would like to zone approximately
.19 acres from A-1 agricultural to Rural Residential to increase the size of
an existing residential lot. The 2nd request would be to zone approximately
.39+ acres from A-1 agricultural to rural residential to increase the
existing lot size.

Pierce Town: The assessor will hold an "open book" session on Wednesday, 16
July from 4:30 to 6:30 PM at the Town Hall. Board of Review will be held on
that same Wednesday, 16 July from 6:30-8:30 PM at the Town Hall. To appear
at the Board of Review you will need to make an appointment with Melissa

Wisconsin

The DNR is getting tougher on requirements for open burning. Businesses,
including contractors, cannot get burning permits. Residents may burn
certain items but recyclable materials may not be burned. In 2005, Door
County adopted an outdoor burning ordinance that complied with WI
